PREAMBLE:
Institute of Town Planners, India (ITPI), the apex body of qualified Town and Country Planners, was established in 1951; is totally committed to promote planned, economic, scientific and artistic development of towns, cities and rural areas besides fostering town and country planning education and planning research. The professional activities of ITPI are being promoted through Professional Standing Committee (PSC) and for promoting planning education; the Institute has constituted an Educational Standing Committee (ESC). The examinations are being looked after by the Town Planning Examination Board (TPEB) constituted for the purpose. In addition number of other committees has been constituted for smooth functioning ITPI. |

COUNCIL 2011 - 2012:
During the year 2011-2012, ten meetings of the Council took place at Headquarter and in different parts of the Country for better interaction with various Regional Chapters and also to share and appreciate urban planning and development paradigms of various regions of the country. Details of the Council meetings are given below:-
- 1st Meeting was held on 1st October, 2011 at ITPI HQ New Delhi in which Shri D.S. Meshram was elected as President, Shri Aniyan Mathew as Vice-President and Shri Pradeep Kapoor as Secretary General. Dr Ashok Kumar and Shri R. Biswas were nominated as Secretary (Publication) and Secretary (Examinations) respectively for the year 2011-2012. Dr. S.P. Bansal and Shri S.D. Saini were elected unanimously as the members of Executive Committee and Shri Rajinder Sharma was also co-opted as the Member of the Executive Committee for the year 2011-12. During the meeting calendar of Activities of ITPI was finalized. On the invitation of Karnataka Regional Chapter, it was decided to organize the 60th NTCP Congress, at Mysore, Karnataka. Various committees were also constituted for the effective functioning of ITPI.
- 2nd Meeting was held on 26th November, 2011 at Maharashtra Regional Chapter (Nagpur) in which recommendations prepared by the committee under the Chairmanship of Dr. S.K. Kulshrestha for the Professional Services and Scales of Professional Fees and Charges was accepted. Fresh Recruitment Rules for Town Planners prepared by the committee under the Chairmanship of Dr. S.P. Bansal were approved. The members reviewed the arrangements being made for 60th NTCP Congress to be held at Mysore, Karnataka during 6th - 8th January, 2012.
Council considered the letter received from President, Commonwealth Association of Planners (CAP) in which it was requested that ITPI plays a full and formal role in CAP s activities. It was resolved by the Council that ITPI may consider the return of ITPI to CAP provided certain issues raised by the ITPI are considered positively by the CAP.
- 3rd Meeting held on 17th December, 2011 at Bharatpur, Rajasthan. The Council was apprised that Prof. K.S. Rangappa, Vice Chancellor, Karnataka State Open University visited ITPI Head Quarter on 10th December, 2011 and appreciated the infrastructure available and examinations being conducted by the ITPI. The members authorized the President, ITPI to sign the Memorandum of Understanding with KSOU, Mysore. The minutes of the meetings of the Committees - ESC, ITC and recommendations of the jury constituted for selecting Prof. V.N. Prasad Best Thesis Award were confirmed.
- 4th Meeting was held on 5thJanuary, 2012 at Mysore, Karnataka. 60th NTCP Congress was successfully organized at University of Mysore, Mysore from 6th - 8th January, 2012. Draft bill for the Town and Country Planners Act was discussed in the EGM held on 6th January, 2012 during the Congress. President, ITPI has signed the MoU for Dual Certification Programme that the first Associateship Examination Certificate will be issued by ITPI to the successful candidates on the basis of which M.Plan Degree will be issued by the Karnataka State Open University, Mysore. Hon ble High Court of Delhi issued stay on the operation of "The Minimum Standard of Education" prescribed by the Council of Architecture leading to M.Arch (Urban and Regional Planning); M. Arch Transport Planning and Design); M.Arch (Housing) and M. Arch. (Environmental Planning).
- 5th Meeting was held on 25thFebruary, 2012 at North-East Regional Chapter, Guwahati during which Shri D.S. Meshram, President, ITPI inaugurated newly constructed Chapter building. The Council approved the Board of Studies constituted by KSOU for Dual Certification Programme. Minutes of Library Committee, HQBC, TPEB, were also confirmed.
- 6th Meeting was held on 17thMarch, 2012 at Chennai in which minutes of the 1st Meeting of Board of Studies in Town and Country Planning (Dual Certification Programme of ITPI - KSOU) (2012-15), 2nd meeting of TPEB (2011-12) were confirmed.
- 7th Meeting was held on 28thApril, 2012 at ITPI H.Q., New Delhi In the meeting minutes of 2nd meeting of Disciplinary Committee, 1st meeting of ITPI Regional Chapter s Finance Committee, 2nd meeting of PSC, 2nd meeting ESC, 2nd meeting of Board of Studies in Town and Country Planning (Dual Certification Programme of ITPI - KSOU) (2012-15), meeting of the minutes of committee to study the Recruitment Rules of Town Planners were confirmed. During the month the interviews were conducted to shortlist the students for Dual Certification Programme of ITPI and KSOU; by the Panel of Experts, constituted for the purpose.
- 8th Meeting was held on 28thMay, 2012 at Gujarat Regional Chapter, Ahmadabad during which eight members delegation under the leadership of Shri D.S. Meshram, President, ITPI called on Dr. Vakil, Pro-Vice Chancellor of CEPT University, Ahmadabad requesting to reduce the duration of B.Plan Programme from 5 years to 4 years.
- 9th Meeting was held on 23rdJune, 2012 at ITPI H.Q., New Delhi in which minutes of 3rd meeting of TPEB, 3rd meeting of HQBC, 3rd meeting Board of Studies were confirmed. It was decided by the members that a letter to be sent to Uttar Pradesh Public Service Commission and Urban Development Department, Government of Uttar Pradesh requesting not to debar Post Graduate Degree in Town and Country Planning in Uttar Pradesh and also decided to file a court case against the Recruitment Rules of Development Authorities of Uttar Pradesh. It was also decided to publish a Public Notice in the newspaper for debarring admissions to B. Arch (Interior Design), B. Arch (Housing), etc.; by ITPI.
- 10th Meeting was held on 28thJuly, 2012 at Andhra Pradesh Regional Chapter, Hyderabad in which a committee was constituted for recommending additional basic qualifications for Post- graduate programme in Town Planning under the Chairmanship of Prof. Kavas Kapadia, SPA New Delhi. A request received from Societe Francaise Des Urbanister for Technical Co-operation with ITPI, was discussed and it was decided to enter into Technical Co-operation with Society of French Planners on reciprocal basis. Dates for the elections for the Council-2012-13 were finalized along with that of AGM and the draft report of the Council-2011-12 was also approved.
IMPORTANT ACTIVITIES: 2011-2012
The Council (2011 -12), soon after assuming the office finalized the program of activities for the year and initiated action accordingly.
ACTIVITIES OF VARIOUS COMMITTEES OF ITPI:
Town Planning Examination Board (TPEB):
President, ITPI was authorized to sign the Memorandum of Understanding with Karnataka State Open University, Mysore for Dual Certification Programme. The request of extension of time for completion of Associateship Examination for three students was also considered. To revise the scheme of examination in the light of MoU with KSOU and ITPI was considered by the Board and it was decided to prepare new volumes of Reading Material.
Professional Standing Committee (PSC):
During the year two meetings of Professional Standing Committee (PSC ) were organized which perused the matters related to furthering the interest of the professional town planners working in public and semi-public departments, practicing professionals, educationists and researcher beside the matter related to appointment of qualified town planners in government and semi-government departments in various parts of the country. On the recommendations of PSC the issue of qualifications for recruitment of Town Planners was taken up with the Public Service Commissions, Ministry of Urban Development, Government of India, and different state governments. Model Recruitment Rules for Town Planners were also prepared and sent to various state governments. The PSC also approved the recommendations of the Evaluation Committee for 163 Associate Membership and 07 for Fellow Membership.
Educational Standing Committee (ESC):
During the year Two Meetings of Educational Standing Committee (ESC) were held in which the courses of various Planning Schools were reviewed. The Expert Committee constituted by ESC accredited the course on Master of Planning (Infrastructure Planning) and Urban Transport Planning started by CEPT University, Ahmadabad; Master in Planning (Infrastructure), GNDU Amritsar; Master of Planning MNIT, Jaipur; and B.Plan / M.Plan courses of SPA, Bhopal and Vijayawada.
Evaluation Committee:
During the year Evaluation Committee met 3 times and scrutinized the applications for 163 candidates for Associate Membership and 07 for Fellow Membership for the consideration of the PSC, taking into consideration the evaluation criteria prescribed for the purpose.
Head Quarter Building Committee (HQBC):
Head Quarter Building Committee (HQBC) for the year 2011-12 met four times during the year under the Chairmanship of Shri V.K. Bugga. The members of the committee inspected premises of ITPI and submitted the proposal for maintenance / repair of the Hostel and Committee Rooms of ITPI. On the recommendation of the HQBC renovation work of Hostel building has been taken up under the supervision of a consultant architect and Co-Chairman of the Committee. The matter of property tax pending with Municipal Corporation of Delhi was shorted out amicably.
Information Technology Committee (IT Committee):
During the year one meeting of Information Technology Committee was held on 10th December, 2011 and efforts were made to make the website attractive. It was also decided to request Website Manager to make it accessible through Google and provide link to the websites of Town planning Departments/Development Authorities. Regional Chapters should be actively involved by posting their activities on ITPI website.
Editorial Board:
During the year four quarterly issues of ITPI Journals and four quarterly issues of News-Letter were published. These publications are available on ITPI website also. On the occasion of 60th National Town and Country Planners Congress, two volumes of Technical Papers i.e. listed and unlisted comprising of Technical papers and a Souvenir was also published. ITPI has also published the book titled "The Leading Lights of ITPI: Their Mission and Profession over the Sixty Years".
Regional Chapters Building Committee (RCBC):
Meeting of RCBC was held on 21st January, 2012 and reviewed the status of Chapter Buildings. A proposal for extension of Orissa Regional Chapter Building was approved along with the North-East Regional Chapter. It was also decided to approve the proposal of APRC for the allotment of additional land for Vishakhapatnam Regional Centre.
Library Committee:
Computerization of Library documents is completed on the recommendations of Library Committee. Committee also recommended procurement of eight titles of foreign books and four titles of Indian books,
ITPI ACTIVITIES 2011-12, AS PER ARTICLES OF ASSOCIATION
Article - 3 of Memorandum of Articles of Association and Bylaws of Institute of Town Planners, India highlights the basic objectives of the ITPI. To achieve these objectives, major steps were taken during 2011 - 2012, are given below:
- To advance the study of town planning, civic design and kindred subjects.
- The ITPI assisted the All India Council of Technical Education in preparing the Model Curriculum for Bachelor and Postgraduate Programs in Town and Country Planning. ITPI is reviewing the Course curriculum of Bachelors in Planning in consultation with AICTE.
- ITPI has signed the MoU with Karnataka State Open University on 26th December, 2011 for Dual Certificate Programme under which first certificate will be issued by ITPI to the successful candidates on the basis of which M.Plan Degree will be awarded by KSOU.
- In the Associateship Examination of the ITPI held during the month of November, 2011, a total of 47 students appeared, 18 in Stage-I, 26 in Stage-II, and 3 in State-III; and 64 students appeared in the Associate Examination held in the Month of August, 2012 i.e. 22 in Stage-I, 17 in Stage-II, and 25 in State-III.
- The number of students registered for the Associateship Examinations for 2011-2012 is 140.
- Prof. V. N. Prasad National Best Thesis Award 2011" in the field of Urban and Regional Planning in the country has been modified and now it includes three awards comprising of a certificate of Merit and Cash Prize of Rs. 30,000/-, Rs. 20,000/- and Rs. 10,000/- for first, second and third best respectively. Nominations from recognized Schools of Planning by ITPI in the Country were invited for 2011, for consideration and students were invited to make a presentation before a Jury to selects, three Best Thesis, in order of merit. This year, ITPI received sixteen (16) entries from various Schools / Institutes / IITs.
First Prize was awarded by the Jury to Ms. Priyanka Ashok Kinikar, for her thesis on "Low Carbon Cities, Case Study, Pune" School of Planning and Architecture, New Delhi; second Prize to Mr. Pawan Dwivedi for thesis on "Impact of Metro on Mobility Patterns of Metropolitan City, Case Study: Delhi" School of Architecture and Planning, New Delhi; and third Prize to Ms. Neera Jaiswal for the thesis on "Methods and Challenges to Improve Accessibility for Persons with Disability in Public Transport : A Case of Ahmadabad " CEPT, Ahmadabad.
- To promote general interest of those engaged in the practice of Town and Country Planning.
- The Professional Standing Committee took up matters related to furthering the interest of the Professional Town Planners working in public and semi-public departments, practicing planners, educationists and researcher besides the matter related to the appointment of qualified town planners in government and semi-government departments in various parts of the country with the Ministry of Urban Development, Government of India and different state governments.
- The matter of revising Recruitment Rules for inclusion of Bachelor of Technology in Planning or Bachelor of Planning was taken up with State Governments and various State Service Commissions. A committee was constituted to frame Model Recruitment Rules for Town Planning professionals which was sent to all state governments after the approval of the Council.
- To hold conferences or meetings for discussions, and exchange of views on matters affecting or relating to town and country planning:
60th National Town and Country Planners Congress was organized by the Institute of Town Planners, India on the theme "Planning and Development, 2025: Challenges and Reforms" at Senate Bhavan, University of Mysore, Manasagangotri, Mysore, during 6th to 8th January, 2012, which was inaugurated by His Excellency, Governor of Karnataka, Dr. Hans Raj Bhardwaj. Prof. K.S. Rangappa, Vice Chancellor, Karnataka State Open University, and Prof. V.G. Talawar, Vice Chancellor, University of Mysore, also addressed the delegates. On this occasion an Exhibition on the theme "Planning and Development: 2025" was organized, which was inaugurated by Shri P.S. Vastrad, IAS, Deputy Commissioner and District Magistrate, Mysore, which provided an opportunity to various stakeholders to showcase their efforts and success stories. The Plenary Session was addressed by Dr. Sudhir Krishna, IAS, Secretary (UD), Government of India, Ministry of Urban Development, through Video Conferencing from New Delhi. The Plenary Session was followed by the Technical Workshop - (I) on "Planning Process and Strategies"; the Workshop - (II) on "Planning Education and Research"; the Workshop - (III) on "Regulatory Framework"; and Workshop - (IV) on "TDR for Public Purpose". The Valedictory Session was chaired by Shri D.S. Meshram, President, ITPI in which Shri K.M. Shivakumara, IAS, Additional Chief Secretary, Government of Karnataka, delivered the Valedictory Address, and also gave Best Thesis Awards. Smt. Pushpalatha T.B. Chikkanna, Worshipful Mayor of Mysore City Corporation, was the Guest of Honour in Valedictory Session.
ZONAL CONFERENCES:
- West Zone Conference on "Land Procurement for Urban Development" was organized by Maharashtra Regional Chapter (Mumbai) on 8th October, 2011. Mayor, Navi Mumbai inaugurated the Conference. Commissioner Navi-Mumbai Municipal Corporation was the Chief Guest.
- East Zone Conference on "Urban Strategy for North East India, Vision-2030" was organized by North East Regional Chapter (Guwahati) on 25th February,2012.
- South Zone Conference on "Sustainable Solutions to tackle congestion for better live-able city" was organized by A.P. Regional Chapter (Hyderabad) on 28th July, 2012, which was inaugurated by Hon ble Speaker of A.P. Legislative Assembly. Hon ble Minister for Municipal Administration and Urban Development, Government of A.P. was the Chief Guest.
- To purchase lease, rent, hold and dispose of any land to be used as a place for meeting for the members of the Institute:
- The first phase of building for North East Regional Chapter at Guwahati was completed and made functional.
- Extension and renovation work MRC (Nagpur); MRC (Mumbai) and RRC at Jaipur and Udaipur Centre have been completed. This will facilitate members to have more accommodations in respective Guest Houses.
- To compile, collect, print and publish statistics professional record periodicals, etc; relating to any of the objectives of the Institute:
- During the year 2011-12, four volumes of the ITPI Journal and four issues of Planners Newsletters were published.
- Two special volumes of the Technical Papers on the occasion of the 60thNationalTown and Country Planners Congress along with a colorful Souvenir were published.
ACTIVITIES OF ITPI REGIONAL CHAPTERS
Andhra Pradesh Regional Chapter, Hyderabad
APRC conducted workshop on the eve of World Environment Day on 4th June, 2011 where representatives from HMDA made a presentation on Lake Conservation Project in Hyderabad. One day consultative workshop was also organized in collaboration with CREDAI on draft Metropolitan Development Plan for extended area of HMDA. Besides, World Town Planning Day was also celebrated during the year.
Delhi Regional Chapter, Delhi
During the year two Workshops were organized, one on "MPD - 2021 Review and Critical Issues" and the on "Environmental Issues and Challenges in Urban Development. Besides, technical presentation was organized on "Prospect of Underground Facilities in Delhi". Brainstorming session was also organized on "Urban and Regional Planning Professional Practice and Charges" and Panel discussion on "Master Plan of Delhi - 2021 Review" was organized by the Delhi Chapter.
Goa Regional Chapter, Panjim
During the year only one significant programme was organized in collaboration with the Goa College of Architecture i.e. Seminar on "Tropical Housing Affordable and Sustainable Option" The Seminar was attended by the then Hon ble Chief Minister and Town and Country Planning Minister of Government of Goa along with other dignitaries including the Chief Secretary and Secretary of Technical Education.
Gujarat Regional Chapter, Ahmadabad
The Chapter has organized major four activities during the year 2011-2012 i.e. (i) Seminar on "Development in Peri - Urban Areas of Newly formed AUDA, (ii) "Environmental impact on Development in the vicinity of Nal Sarovar, (iii) Organized Panel discussion on Impact Fee and (iv) Presentation of Goa Development Plan with Gujarat Institute of Civil Engineers and Architects.
Haryana Regional Chapter, Panchkula
The Chapter organized four workshops during the year 2011-12 (i) "Environment Day, (ii) "Green Cities : Issues and Prospects, (III) "Safety and Security of High Rise Buildings" and (IV) "Right to Information Act, 2005". Besides, Independence Day and Republic Day were also celebrated in the Chapter building at Panchkula, Haryana.
Karnataka Regional Chapter, Bangalore
The Chapter organized 60thNational Town and Country Planners Congress at Karnataka University, Mysore during 6th - 8th January, 2012. It was a mega success event. Besides, World Environment Day and World Habitat Day was also celebrated.
Kerala Regional Chapter, Thiruvananthapuram During the year the Chapter organized three Seminars on - (i) Development along Proposed Metro Rail Route - Kochi; (ii) Sea Level Rise and Its Likely Impacts on Development in Kochin Metropolitan Region; and (iii) Regional Development through Tourism - Case Study of Alappuzha District.
Madhya Pradesh Regional Chapter, Bhopal
During the year the Chapter has published four issues of Newsletters in multi colors. On the occasion of World Habitat Day, a seminar was organized on "Cities and Climate Change" and celebrated World Town Planning Day and GIS Day. The Chapter has completed the construction of upper Ground floor consisted of five room with kitchen and staircase.
Maharashtra Regional Chapter, Mumbai
During the year 2011-12 the chapter organized a technical workshop on "Amendments to MR & TP Act on 5th June, 2011 at Pune. A West Zone Conference was organized at MRC Building, Navi Mumbai on October 8 - 9, 2011. The main theme of the conference was "Land Procurement for Urban Development". Post conference tour to Lavasa was also conducted. The construction work of chapter building is completed.
Maharashtra Regional Chapter, Nagpur
During the year as many as five seminars and workshops were conducted at Nagpur and during the seminar movies on Planning were shown. Post seminar tour to MIHAN was also organized to give the glimpses of growing Nagpur city. The chapter building got a face lift, with addition of new floors, lift block, guest rooms, and conference room.
North East Regional Chapter, Guwahati
The chapter building of ITPI - North East Regional Chapter has become fully functional. Inaugural ceremony of newly constructed chapter building took place on 25th February, 2012. On the occasion of inaugural ceremony, a technical session on "Urban Strategy for North-East India, vision 2030 was also organized as a significant activity of the chapter during the year 2011-12.
Orissa Regional Chapter, Bhubaneswar
During the year, the Chapter deliberated on ZDP (Zonal Development Plan) of Bhubaneswar prepared by IIT, Kharagpur and Draft Amendments to Building Regulations 2012 framed by BDA. The chapter celebrated the World Habitat Day on 3rdOctober, 2011 on the theme "City & Climate Change". World Town Planning Day was also celebrated on the theme "Access to Public Space & Planning for People". The Independence Day and Republic Day were also celebrated in the Chapter premises. |

Rajasthan Regional Chapter, Jaipur
During the year the Chapter accepted the work of preparation of Draft Master Plans of 2 towns namely Badi Sadri and Balotra and 5 village plans of Dausa Districts which was completed in scheduled time given by the Rajasthan Government. The Chapter building was also renovated. The renovation of Udaipur Centre was also completed with the funds saved from consultancy work of Master Plans.
West Bengal Regional Chapter, Kolkata
During the year interactive sessions, lecture programs, seminars and workshops were organized on the theme "Forest Management and Regional Development", "National Mission for Sustainable Habitat", "Rebuilding Kolkata : An Urban Vision", "Planning Sensibilities : Old and New" and "Town Planning Profession and Education". The Chapter published three volumes of Planners Newsletter as well. |
